Unemployment in the 17 eurozone nations was unchanged at 11% in April, its highest ever figure.
In Spain, which is facing a major banking crisis, the number out of work rose to 24.3%, the worst rate in the European Union and 0.2% higher than in March.
During the last year the unemployment level in Spain has risen 3.6% with youth unemployment increasing from 45% to 51.5%.
Jobless numbers also continued to climb in April in two other struggling nations, Portugal and Greece.
